NORTH WEST – The world of traditional leadership in South Africa is facing another controversy as a prominent chief in the North West province finds himself embroiled in allegations of misusing funds earmarked for youth development. Chief Edward Moefi Mabalane insists he’s innocent, but the evidence suggests otherwise.
According to reports, Chief Mabalane allegedly diverted funds intended to benefit 1,000 unemployed young people in the province, stating that he believed the money was meant for his personal use. The claims have sparked outrage and calls for accountability within the National Skills Fund (NSF).
NSF's Mission: Empowering Youth Through Skills Development
The National Skills Fund, a division of the Department of Higher Education, has long been at the forefront of initiatives aimed at uplifting marginalized communities. Last year, the NSF announced an ambitious project to train over 1,000 unemployed young individuals in agricultural skills, specifically focusing on poultry farming in the Mabaalstad area of the North West province.

The project was allocated an impressive R46 million, with the goal of equipping young people with the skills needed to establish and run successful poultry farms. However, the initiative has hit a major snag as the funds earmarked for the project have seemingly vanished into thin air. The disappearance of these funds has raised serious questions about the integrity of those entrusted with managing the project.
What Happened to the Missing Funds?
According to investigative journalism from City Press, Chief Mabalane's company, Medirwe Investments, was appointed as the project manager for the initiative. Another entity, Beyond Expectations, was tasked with implementing the project on the ground. In December 2023, R5 million was transferred to the project account, which was supposed to be added to R3 million left over from a previous phase of the project.
However, instead of using the funds for their intended purpose, allegations suggest that Chief Mabalane diverted the money for his personal use. Evidence obtained during the investigation paints a picture of extravagant spending. Reports indicate that he spent at least R56,000 at an exclusive club and restaurant in Bryanston, R100,000 at a restaurant in Rosebank, and R200,000 at the Louis Vuitton store in Sandton. Additionally, he is alleged to have purchased a ring for his fiancée with the misappropriated funds.
Chief's Defense: Blaming the Fund
During a meeting earlier this year, Chief Mabalane reportedly placed the blame squarely on the National Skills Fund, arguing that the money was mistakenly transferred into his company’s general business account rather than the account specifically designated for the skills fund. He claimed that this mix-up led to the misuse of the funds.
Furthermore, the chief admitted that some of the money was used for other business ventures unrelated to the development project, while other portions were allegedly redirected for operations linked to the initiative. His explanation, however, has done little to quell public outrage, with many questioning how such a significant amount of money could be mismanaged without proper oversight.
